
When Carol Castro Ballard first joined Pivot Charter Schools as Director of Special Education five months ago, she immediately began reimagining how students with unique learning needs could be supported in a flexible, independent study environment.
With over 20 years in education — including time as a school bus driver, teacher, and school leader — Carol brings a hands-on, student-focused approach to supporting learners and families.
“My path into special education started on the school bus,” Carol shared. “Seeing students’ personalities, strengths, and potential every day made me realize how important it is to provide meaningful support. That experience inspired me to dedicate my career to helping students thrive.”
Since joining Pivot, Carol has focused on creating individualized learning experiences, strengthening Individualized Education Program (IEP) practices, and building strong partnerships with families. She and her team leverage Pivot’s flexible, independent study model to tailor instruction, adjust schedules, and use technology creatively for each student’s needs. On a day-to-day basis, this means meeting with teachers and counselors to design personalized learning plans, reviewing student progress, providing one-on-one support to students who need extra guidance, and collaborating with families to ensure they feel informed and empowered.
“I’m so inspired to see students grow, succeed, and gain confidence,” she said. “Whether it’s a student learning to read, engaging in a subject they once avoided, or achieving milestones on their journey to a high school diploma, these moments are so rewarding.”
Looking ahead, Carol is eager to continue expanding support for students across all grade levels, explore innovative ways to integrate technology into individualized instruction, and ensure every student in special education has a clear path to success.
Outside of work, Carol finds inspiration in nature, enjoying kayaking, hiking, swimming, and spending time outdoors with family and friends. She holds a bachelor’s degree in Social Studies, a master’s degree in Special Education, and credentials in Single Subject Social Studies, Special Education, and School Administration. Her energy and empathy make Pivot a place where students feel seen and supported to reach their full potential.
